Our principle aims are to : Develop a membership representative of and reflective of the community served by the Trust. Develop a membership where as many members as possible are actively engaged in the development of the Trust and its activities. Define clear rights and responsibilities of members. Understand the extent of involvement members wish to have. Ensure that the Trust harnesses the experience, knowledge and skills of members to ensure effective governance and ultimately enable the Trust to achieve its objectives. Develop a partnership approach between the Trust and its membership working together for the benefit of the organisation, our members and the communities we serve. Provide appropriate, accurate and timely information to our members and elected representatives to assist them in making informed contributions. Membership Values The Foundation Trust will embrace co-operative principles on the basis of ensuring that the Trust is truly operating for the benefit of its members and the communities it serves. It is important therefore that our values represent the benefits of all our stakeholders. The following values are proposed, but will need to be agreed with members and elected representatives. We will: Be open and honest in our relationship with members. Be responsible and sensitive to members needs. Demonstrate good corporate and social responsibility. Be approachable and easy to deal with. Feedback on issues raised by members with the Trust. Respect the views of members and ensure that they are represented in a balanced and fair manner. Defining the Membership We aim to develop a sizeable membership within which there will be a significant number of active members. Members will be recruited from: General Public Patients Carers Staff Members will be representative of, and reflect the local communities we serve, in terms of socio economics, age, ethnicity, cultural diversity, sexual orientation, disability and geographical location of people served by the Trust. We are proposing two categories of membership: Public Staff There will be a lower age limit of 16 years of age, with a Youth Council for the under 16s. There will be no upper age limit. There are no limits on the number of people who can register as members. Although there are no financial benefits of FT membership, there are also no costs. There is, however, much satisfaction in being in a position which can help local people and local services. There will be no benefits to members in terms of access to services. 3.1.1 Public Members Eligibility to become a public member will be open to anyone who resides in England although we would expect the majority of our members to reside in the borders of Coventry City Council or surrounding area of . It is expected that at least 70% of the membership will be from people who live in Coventry. There are however, a significant number of patients who use the hospitals of the Trust who live in . It is anticipated that those members will constitute the remaining 30% of the membership. Being a member is a responsible position and therefore we are proposing that certain people should not be allowed to be members, for instance: Those under 16 years of age. Anyone who has threatened, harassed or abused staff, patients and/or visitors of the Trust or predecessor organisation. Anyone who has been a vexatious complainant. Members may only be in one area of the public constituency of the Trust. An individual who satisfies the criteria for membership of the staff constituency may not become or continue as a member of any constituency other than the staff constituency. Staff membership The Trust has elected to adopt an opt out arrangement in respect of staff membership. Under this arrangement, staff will automatically be registered as a member of the Trust unless they inform the Foundation Trust Office in writing (letter or email) that they do not want this, information about which will be circulated with payslips in 2009. Staff can change their mind and opt-in or out at any time. New members of eligible staff will be provided with information via a leaflet, presentation and information on CD at induction. Staff membership will be eligible to everyone who is employed by the Trust full or part-time on a contract with no fixed term or those staff on a fixed term contract of 12 months or more. Membership will also be available to bank staff, who have an agreement to work for the Trust and have done 12 months or more. Staff working for the Trust contractor(s) for support services will also be eligible for staff membership if they meet the above criteria. Staff membership will cease at the point that the member leaves the service of the Trust. If the member of staff qualifies as a public member, their membership will be transferred to the public constituency. They will be informed of this on, or shortly after, leaving the Trust so they can make a decision on their ongoing membership status. Managing and Retaining Members 4.1 New Ways of Working Being an NHS Foundation Trust will require a completely new way of working, we want the Trust to be a recognised democratic organisation with elected members actively participating in the governance structures. All members will have an equal voting right. Becoming a membership organisation will allow patients, staff, people who live in the community and other healthcare and related individuals and organisation to have a more direct influence on the way the Trust operates and develops. Although we wish to develop a sizeable membership it is equally important to ensure existing members are engaged in the Trusts development to the extent that they wish, and that the opportunities for them to become involved are not only available but well communicated. The Trust will use every opportunity to make sure members are well informed about the way the Trust works, and how we inter-relate with other partnership organisations, and other membership organisations. We would expect the Assembly of Governors to make links with other NHS Foundation Trusts and mutuals to raise the profile of the community activity. They will be supported by the Board of Directors in taking this forward. Members Contributions As members of the Foundation Trust, people will be able to make a real difference to the way in which the Trust will operate. Membership will enable people to: Become involved in specific issues in which they have a particular interest. Be consulted on the Trust plans for future healthcare services. Have an opportunity to understand more about how the Trust works. Vote in elections to the Assembly of Governors. Stand for election as a Governor. Attend the vote at the annual members meeting and meet from time to time with elected Governors. Receive regular communications and feedback from the Trust. The Trust will maintain a membership database and work with members to keep this up to date. Members names will be on a register which will be available for inspection unless a member has specifically requested that they do not want their name on a published register. Member Involvement Only a small number of members will serve on the Assembly of Governors, but we expect that many more will have some tangible involvement, for example, through: Patient satisfaction studies Patient experience groups Patient/carer stories Links with Patient Advice and Liaison Service Patient focus groups Input into the Trusts Magazine or other literature Youth Council Patient Council Readers panel Sub groups of the Assembly of Governors Members Meetings The Trust will hold an annual meeting for members aligned with the statutory Annual General Meeting. Additional members meetings may be arranged either at the Trust or in public constituencies. This will be agreed with the Assembly of Governors and will reflect demand from members themselves. 5. Communication with Members The Trust will work with elected governors to ensure that they are able to effectively communicate with members in their constituency class or area. As part of our membership development strategy we will make sure we target under represented groups and our communication will be designed to meet particular needs, eg, in accessible and appropriate formats. For our membership to thrive it is important to maintain a continual two way dialogue, both formal and informal. Mechanisms will therefore be developed to ensure that two way communication is possible, and that members feedback and views are responded to appropriately as well as used to shape the Trusts development. We will keep members informed on key issues through various communication media including newsletters, web services and where possible other messaging services. In our communications we will ensure that we give clear explanations and avoid the use of jargon. We will continually review our communications methodology with our members, to ensure that we are fully meeting the needs and requirements of all member groups. 6. Building the Membership Base Membership of the Foundation Trust will be open to all who are willing to accept the responsibility of membership, without gender, age, social, ethnic, political or religious discrimination. The Trust aims to recruit new public members on a continual basis, whilst retaining existing members. There will be an initial recruitment campaign undertaken in accordance with the Foundation Trust application process timetable. The Trust has adopted an opt out arrangement for staff, and will aim to ensure that the majority of staff remain as members. Membership applications will also be available in public areas of our sites and on our website. We will continue to use the media, local newspapers and local radio, and stakeholder groups to communicate the benefits of becoming a member and demonstrate how existing members have been involved. 7. Membership Database The Trust will be managing the membership database, with hosting and support from an external membership management organisation. We will, however, identify someone within the Trust to work closely with this membership management organisation to deal with any issues arising. The Board Secretary/Membership Manager will work closely with them to make sure members are kept informed and any concerns dealt with appropriately. The database will operate in accordance with the Data Protection Act 1998 and the Trust Information Governance Management policies will ensure that this is upheld. Evaluation Reports on the membership (numbers and make up) will be produced for both the Trust Board and the Assembly of Governors and targeted activities carried out to maintain/increase both the total number and representation within the membership. The membership development strategy, although generated by the Trust, will, we anticipate, be owned by the Assembly of Governors, who will play a key role in monitoring the effectiveness of the strategy and ensuring that it remains a meaningful and relevant document as the membership of the Trust grows and the Foundation Trust becomes established. The membership strategy will be reviewed by the Governors on an annual basis.
